If Mel Kiper is so brilliant why hasn't he been hired as a GM?

he is brilliant, as a scout. scouts work for the gm. gm's have way more responsiblity than to see how much "talent" a player has, they look at their qualities as a team player and chemistry they would have with the team, look at what happened to matt millen, he was a "great commentator" and that was it, single handedly picked two of the worst 1st round recievers ever and a qb bust.
