Where can you buy lip piercing supplies (not online)?

I'm 13 so i cannot buy them online, (plus no credit card) and i know the risks, ive done my lip before and my nose, but i didnt use a professional needle, which would be much more sanitary and safe. Please don't say to go to a shop because my parents would never let me and don't say to wait either because i can't wait 5 years. I don't see my mom to much of the day, plus she doesnt pay to much attention to me, and works at night, and didnt notice my last 2 piercings. And i would use the clear lip rings that hide it for the first 3 months or so (wouldnt witch back and forth, i know the dangers) Thanks any help's mucho appreciated(:
